Description

The Council Offices, also known as the Municipal Offices, feature an L-shaped plan with five bays on the main facade and an angled corner, spanning two storeys over a basement. The building is constructed of brick and stone. The asymmetric main facade showcases rusticated stucco up to the first floor, with roughcast render above and ashlar quoins. The windows are horned sash style, featuring square heads and small panes of glass in the upper quarter. The first-floor windows have rendered surrounds that mimic dressed stone, with a sill band between them.

The central doorway, which has modern doors set back, is topped by a balcony with stone balustrades supported by a pair of brackets. Behind the balcony, there is a double door with rectangular fanlights. Above the door, relief stonework displays the words 'MUNICIPAL OFFICES'. A Dutch gable with a central finial and flanking short pillars with ball finials sits above. The southern bay features two-light windows and a shaped gable with a central squat column and ball finial, rising from a stone bracket with similar flanking elements. The angled corner has rusticated stucco on both floors, with single light windows and a gable above that incorporates a central short column and two flanking columns, each with finials and supported by stone brackets. The building has a moulded eaves cornice and a slate roof with ceramic ridge tiles, along with a red brick chimney at the center.

Internally, many features remain intact. The central hallway and first-floor landing boast polished stone floors, with the initials 'BCUD' inlaid in front of the main doors. Other areas feature parquet flooring and red quarry tiles in the service area on both floors. A wide stone staircase, complete with mahogany banisters, cast iron railings, and painted stone balustrades, has a quarter turn with a landing leading to the first floor. The northern two bays and the angled corner house the Council Chamber, which has a parquet floor, double-glazed windows, cast iron radiators, dado, and ceiling coving. The furniture has recently been removed to the Workmen's Hall, and the wide ceiling beams are supported on wide brackets.
