117-123 Saltmarket in Glasgow is a four-storey building designed by John Carrick and dated 1887. It is constructed in the Scottish 17th century style and represents the first City Improvement Trust tenements. The building is arranged in an L-plan, consisting of four three-bay blocks facing Saltmarket, which are slightly stepped due to the sloping ground, and one three-bay block facing Steel Street. The exterior is made of cream sandstone that is squared and coursed, featuring a cornice that steps over the shop fronts and a cill course above the first floor. The design includes roll-moulded surrounds, a cornice, and crowstepped gables.

On the west elevation facing Saltmarket, there are three- and four-bay shop fronts at ground level with a common fascia. Each three-bay block is identical, with a staircase accessed directly from the street in the off-centre left bay, featuring glazed tiles. The centre bays of each block are gabled and have tripartite windows on each floor, consisting of a corniced window flanked by narrow corniced windows on the first floor. The left windows of the group are blinded, and a cill course connects the second and third-floor windows. Above the centre windows on the third floor, there are carved armorials that break into the gablehead, which features a blank panel and an apex stack. The outer bays of each block have a window on each floor.

The south elevation facing Steel Street has four bays on the left, with a shop front at ground level on the outer left, detailed similarly to the west elevation. There are two widely spaced bays to the left and two above, with an additional entrance to the right. Three gables above have gablehead stacks and ciphered panels on the outer gableheads. To the right, there is a three-bay tenement that mirrors the detailing of the west elevation at ground level, featuring a corniced door in the centre flanked by narrow windows, along with windows in the outer bays.
