Description
The Rat and Parrot is a public house located at 38 Westgate Street, dating from the early 19th century. The building is constructed of painted ashlar, with a roof that is not visible. It stands four storeys high and features three windows, all of which are glazing-bar sashes. The third floor has either three/three or two/two-pane windows, the second floor has six/six-pane windows, and the first floor has very deep six/six-pane windows. The ground floor has a 20th-century frontage that includes two six/six-pane windows and three sets of doors. The lintel, frieze, cornice, blocking course, and parapet are detailed similarly to the adjoining building at No. 37, but there are straight joints on each side, indicating a separate phase of construction, and this building is set slightly lower than No. 37. The interior has been extensively remodelled on the ground and first floors, and the plot is deep, widening towards the back. Historically, this property was known as the Angel Hotel at least until the 1920s, and it has lost its elaborate canopy that was visible in early photographs.
