Description

No. 4 is a house, now converted into flats, built around 1770-1775, with 19th and 20th-century alterations. It was possibly developed by Mark Spencer. The front is made of limestone ashlar, while the basement and rear are constructed from rubble. The building features a double pile parapeted mansard roof covered with Welsh slate, and has a coped party wall with two ashlar stacks topped with early clay pots on the right.

The exterior is three storeys high, with an attic and basement, and has a two-window range. On the first floor, to the left, there is a six-over-six sash window in a splayed reveal with a stone sill, and to the right, a plate glass horned sash in a splayed reveal with a stone sill and a wrought iron balconette. The second floor has two six-over-six sashes in splayed reveals with stone sills. The ground floor features, to the right, a two-over-two sash in a splayed reveal with a stone sill, and to the left, a seven-panel door with flush beaded and fielded panels topped by a single glazed panel in a beaded reveal. There is one step leading to a Pennant paved crossover with a cast iron footscraper. The basement has two six-over-six sashes in plain reveals with a continuous stone sill, and a 20th-century door in a timber screen with a three-pane overlight under the crossover, with no area steps. A double dormer with six-over-six sashes is present as well. The building has a band course over the ground floor, a modillion cornice, and a coped parapet that continues with No. 3 Spencer's Belle Vue. There is a lead hopper head and part lead downpipe to the left, shared between the two houses.

The rear elevation features a full height shallow segmental bow with two two-over-two sashes on the second floor and two two-over-two sashes in the dormer. The interior has not been inspected. Attached to the property are wrought iron railings with arrow heads on limestone bases.
