Description

Numbers 13 and 15 are two almshouse flats with an attached screen wall, built around 1912. They are constructed of red brick in Flemish bond and feature a plain tile roof. The buildings are square in shape, two stories high, and consist of two bays on each floor. On the north side, there is a first-floor porch and a screen wall that connects the building to Number 11.

The structure has a plinth and wooden cross-windows with casements. On the ground floor, each bay has a keyed elliptical arch linked by an impost string. The left arch leads into an internal porch, with a window and door to Number 13 on the right side, while the right arch has a window. There is a platt band and two first-floor windows above. The eaves are coved, and the roof is a swept pyramidal shape topped with a ball on a cushion finial. An external stack is located on the right side.

On the left side, a flight of stone steps with an iron balustrade leads to the first-floor porch, which features a pilaster at the left angle, an arch similar to the others, and a door to Number 15 on the right side, with the roof hipped on the left. The attached screen wall has a round arch and stone coping at the top, sloping down from either end. The left return has a blind arch to the porch and a one-light window on the right side of the first floor. The right return features a stack flanked by windows on each floor, with the ground floor windows having flat brick arches.

Whiteley Village was established by William Whiteley of Whiteley Stores for thrifty elderly residents and was designed on an octagonal plan by Frank Atkinson, using prominent architects of the time.
