Description
The Park and Dare Workmen’s Institute and Hall is a substantial building dating from the 19th century, situated in Merthyr Tydfil. It comprises two distinct frontages, one facing Dyfodwg Street and the other facing Station Street, together with an adjoining theatre.
The Dyfodwg Street frontage presents a grand four-storey classical composition that rises above the surrounding shops and housing. It is constructed of coursed, rock-faced sandstone with ashlar dressings, darker in colour to the ground floor and paler above. Rendered brick dressings are present on the side and rear elevations, with a Welsh slate roof featuring terracotta ridge tiles and ventilators, and leaded dormers. A central, slightly projecting, pedimented bay is a prominent feature, incorporating two tiers of mouldings, a blind keyed oculus datestone, and a frieze inscribed "Park & Dare Workmens Hall." Channelled pilasters rise through three storeys, supporting the pediment and adorned with a circular motif at frieze level, surmounted by orb finials on heavily moulded bases. The three top-story windows are set within an applied round-arched arcade with deep keystones, rising to the inscription band. These windows have broken pediments and aprons, with renewed glazing throughout. The second and first-storey windows are both framed by decorative surrounds, separated by pilasters, and demarcated by heavily moulded string courses. The ground floor is characterised by large, channelled ashlar blocks, with two recessed entrance doorways featuring deep keystones and glazed swing doors, separated by a mullioned window. The two recessed bays are each finished with a balustraded parapet above a bracketed cornice, an ashlar channelled quoin strip, and a single window with renewed glazing. Cross bays and a range of blind windows are visible to the side. Original 1/1 horned sash windows with glazing remain on the rear facade.
The Station Street frontage is lower and more domestic in appearance, constructed of snecked rock-faced sandstone with ashlar dressings, and a Welsh slate roof with terracotta ridge tiles. This four-storey structure, incorporating an attic and semi-basement, has a frontage of five bays, with three having gables and finials, supported by small columns to the kneelers. The two outer bays each feature two-storey canted bays with a moulded sill and cornice band, topped with a pitched roof. The three central bays have paired windows with renewed glazing. A central double doorway, set within a steep gabled surround and featuring prominent kneelers, has a coloured glass overlight inscribed with "Park and Dare Workmens Institute" in Art Nouveau lettering, with steps leading to the interior doors. A simple two-bay side frontage connects to a service bay, which in turn links with the theatre block.
The theatre itself remains largely unaltered, featuring two tiers of galleries supported by six slender cast iron columns decorated with robustly moulded plaster foliage panels and bands above and to the soffit. It has a wide and high basket-arched proscenium arch, heavily moulded with a large centre moulded plaster crest. The ceiling is painted in panels, and the doors are four-panelled. Other portions of the building have been refurbished to provide modern facilities.
