Description
This is a circa 1860, two-storey and attic villa, originally asymmetrical in design but later adapted for use as council offices. The building has a rectangular footprint with a rear stair tower projection, a two-storey wing advanced to the left and front, and a single-storey service wing completing an approximate L-plan. The main front elevation is constructed of stugged ashlar stone, with random rubble on the sides and rear, and polished ashlar dressings. A battered base course sits below a band course at the eaves; raised margins highlight the corners and windows, which have projecting cills.
The southeast (entrance) elevation is near-symmetrical, featuring an ashlar entrance porch at the ground floor centre. This porch comprises stone steps, flanking battered bases to Tuscan columns supporting an entablature with a block pediment, framing a pair of four-panel timber entrance doors with a plate glass fanlight above. An etched glass panel is located in the upper part of the inner entrance door. A three-light, two-storey canted window is located to the right.
The northeast elevation has a gabled end, blank at ground floor on the left, with a projecting rear wing side elevation to the right. The southwest elevation presents a blank gable front.
The northwest (rear) elevation displays three bays, with a stair tower projecting at the centre, featuring a tall round-arched window. A gabled wing is advanced to the left, with a narrow window inserted to the left of the ground floor window in the bay to the outer right. The single-storey service wing fronts the bays to the left, with two windows on the northwest elevation and a door to the right of the southwest elevation.
The windows are timber sash and case, predominantly four-pane, except for a twenty-three-pane stair window which contains stained glass, and plate glass sidelights to the canted windows. A vertically-boarded timber door leads to the service wing. The roof is covered in grey slate, with a piend over the stair tower and service wing. A profiled cast-iron gutter runs along the principal front, while cast-iron gutters and downpipes are located elsewhere. Piend-roofed, slate-hung, canted timber dormers have four-pane timber sash and case windows with plate glass sidelights. Ashlar corniced stacks and skew copes are present on the northeast and rear wing gables, but have been removed from the southwest gable.
Inside, the vestibule and hall feature coloured tile floors and decorative cornices. The staircase has timber treads and handrail, with cast-iron balusters.
The boundary walls are constructed of random rubble, stepped at the entrance gate to Witchburn Road with a modern wrought-iron railing. A vertically-boarded door with iron hinges is located to the west of the house. A formal garden to the south comprises paths with concrete kerbs.
