Description
New County Hall is a council chamber, associated suite, and local government offices built between 1963 and 1966, designed by F.K. Hicklin and later A.J. Groves. The building features an in-situ reinforced concrete frame with board-marked exposed concrete and pre-cast concrete cladding panels that have exposed aggregate. It includes aluminium window frames and slate infill panels, with limestone facing on the council chamber and Delabole slate paving.
The structure is three storeys high, situated on a steeply sloping site that allows for an open lower level on the south, east, and west sides. Pilotis enable the building to 'float' over the slope, preserving views to the south. The design is a compact single block with a courtyard plan, and the flat-roofed council chamber on the first floor is cantilevered to extend eastwards. The building showcases high-quality finishes and is a notable example of concrete work that reflects the local Cornish tradition.
The landscaped design by G.A. Jellicoe includes an internal courtyard featuring the sculpture "Rock form, Porthcurno" by Barbara Hepworth. There has been some minor internal remodelling. Overall, the design is rigorous and consistent, of high quality, and integrates well with its internal courtyard and the surrounding Cornish landscape, representing a fine example of a modern county hall.
