Description

The Civil Service Department Offices, formerly known as the Admiralty Offices, are government offices built between 1894 and 1895 by the architectural firm Leeming and Leeming of Halifax. This building was a redesign of their competition scheme for a larger office complex in Whitehall. It features red brick and Portland stone, with slate and lead roofs, and is a substantial classical structure situated between the back of Ripley's Admiralty and Horseguards Road. The design incorporates elements of French Grand Siècle and English Baroque styles, rising three stories with an attic.

The building has pedimented pavilions with five windows and three-window corner towers, connected by seven-window ranges, and faces Horseguards Parade, St. James's Park, and the Mall, all arranged around an internal courtyard. The ground floor is made of channelled stone, with recessed flat voussoir arched doorways and windows. The upper floors feature architraved windows flanked by rusticated quarter pilasters, with pediments above on the first floor and rusticated blocking on the second floor. The pavilions are adorned with attached Ionic porticoes, and the portico facing the Mall is flanked by square towers topped with Wren-like cupola-steeples. The corner towers are capped with French square domes featuring copper cresting, making significant contributions to the skyline of Whitehall. While the redesigned facades faced some contemporary criticism, the overall planning of the building was well-regarded.
