Description
No. 15 Martin Street is an office building constructed around 1913 for Staffordshire County Council. It features a combination of ashlar and brick with stone dressings, topped by a plain tile hipped roof that has brick and stone ridge stacks. Designed in the Renaissance style, the building has a stone ground floor and a brick upper floor, accented by a stone modillion cornice.
The structure is two storeys tall, with a basement and attic, and has a seven-window range of stone mullion cross windows fitted with leaded lights. Moulded hoods adorn the first floor windows, while the ground floor windows have aprons. The central section of the building projects forward, creating a frontispiece that is supported by channelled rustication, pilaster strips, and features a large curved broken and open pediment.
The central doorway is topped with a curved stone hood that is carried on carved consoles. Above the doorway, there is a window with a pediment and apron, along with an oeil-de-boeuf window and carved swags in the pediment. The building also includes two three-light dormers. To the right, there is a simpler front that resembles St Chad's Place. No. 15 forms a group with No. 16, which is in a similar style, and the County Buildings located opposite.
