Description

The Old County Building, located at 109, 111, and 113 High Street in Kinross, dates back to around 1600 and underwent later alterations by Robert Adam in 1771. Further modifications in the 20th century created shop fronts on the ground floor with residential dwellings above. This tall, narrow, three-storey, four-bay structure features a prominent bowed south end and is constructed of painted sandstone ashlar. It has a corniced fascia above the ground floor, a corniced eaves course, a banded cill course, and an entablature at the bowed south end.

On the northwest elevation, there is a three-storey, break-fronted three-bay section to the right. The ground floor has been altered to accommodate shop fronts, which include various entrance doors and later plate glass shop windows. The first and second floors have regular fenestration, with the penultimate bay on the left (north) being blind and smaller windows on the second floor.

The southeast elevation features a three-bay bowed end, which is slightly recessed from the gable end and set on ground that slopes down to the east. The ground floor has been modified for commercial use, with an off-centre doorway to the right (west) and a large multi-pane window to the right (east). The first and second floors are pilastered, with round-headed niches flanking a large corniced window at the centre of the first floor. Small rectangular windows on the second floor flank a central panel inscribed with 'THIS COUNTY HOUSE WAS REPAIRED BY THE CROWN AD 1771 ROBERT ADAM, KNIGHT OF THE SHIRE, DECORATED THE FRONT AT HIS OWN EXPENSE'.

The building predominantly features 12- and 8-pane timber sash and case windows, along with some large plate glass windows in the shop fronts. It has a pitched roof covered with grey slates and a large corniced sandstone ashlar gable-end stack with clay cans. Cast-iron rainwater goods are also present.
