Library And Public Hall, Reform Street, Kirriemuir

The Library and Public Hall on Reform Street in Kirriemuir was designed by C & L Ower, who also created the town hall in 1885, with a library addition by Leslie Ower & Allen in 1913. The building has a roughly L-plan layout and is set back from the street behind boundary walls that are topped with ashlar coping and iron railings, with steps leading up to the doors.

Architecturally, it features Renaissance details and is harled with ashlar dressings. Most windows have small-paned upper sashes, and the roofs are covered with slate.

The town hall is two storeys high and has a wide curvilinear gable topped with a crowning pediment. It features a central door with a consoled balcony above, a tripartite window above that, and an arched window at the attic level. There are recessed narrow flanking bays, and a modern stack is attached to the east flank.

The library is a single storey with attics, featuring advanced and recessed bays. It has a pedimented door towards the east and wall-head dormers. The inner bay is shallow and has round-headed lights, while a conical-roofed turret is located at the south-west angle.
