Description
Parliamentary Boundary Post, Near 720 Antrim Road, Belfast
This is a cast-iron administrative marker post dating from 1918, set into the footpath on the west side of Antrim Road, directly opposite Slievegoland Park. It marks the outer boundary of Belfast Corporation's jurisdiction and specifically denotes the parliamentary and municipal boundary of Belfast's Duncairn Division and Clifton Ward.
The post displays considerable decorative treatment beyond its utilitarian function, reflecting the importance placed on these administrative markers. It is constructed from cast iron with an octagonal base and collar, a tapered cylindrical drum embellished with the shield bearing the coat of arms of Belfast Corporation, and an octagonal cap crowned by a smaller circular cap with radial fluting and ball finial. A dentilled capital sits between the drum and upper sections. The front face bears a curved attached plaque secured with four countersunk screws, reading "Parliamentary and Municipal Boundary of Belfast, Duncairn Division, Clifton Ward, 1918". Its secure embedding in the pavement ensures durability and prevents tampering.
The post marks a significant moment in electoral history. It was installed following the Redistribution of Seats (Ireland) Act 1918, which increased Belfast's parliamentary constituencies from four to nine for Westminster elections. Duncairn Division, created under this act, encompassed Duncairn ward and the north-east part of Clifton ward. These new constituencies were first used in the General Election of 14 December 1918, held under the Representation of the People Act 1918. This election was historically significant as the first time all men over 21 and all women over 30 could vote, marking the first general election to be completed within a single day. Sir Edward Carson was elected as the constituency's first MP.
The political geography this post records proved short-lived. With the establishment of Northern Ireland's devolved parliament in 1922, the number of Westminster MPs was greatly reduced. The Duncairn parliamentary constituency, created only four years earlier, was abolished and replaced by the restored North Belfast constituency. However, municipal wards such as Duncairn continued to be used for local elections, though some have since been reconfigured and renamed.
The post does not appear on the 1901 Ordnance Survey map, despite existing since 1918, but is marked as "B.P." (Boundary Post) on the 1920 edition and all subsequent maps. Its counterpart on the opposite side of the road is recorded on the 1901 map as marking the county borough's boundary.
This post belongs to what is probably the most complete group of administrative boundary markers anywhere in Northern Ireland, with group value also held with the boundary post opposite (HB26/51/027) and others elsewhere in Belfast. Many similar posts have been lost to road widening and removal, making this a comparatively rare survival. Its setting is of significance as it denotes an invisible political boundary at this particular location, and it stands behind a rubble basalt wall that delineates the property boundary behind it.
Belfast Corporation was superseded by Belfast City Council in 1973, with its jurisdiction extended beyond the former borough boundary. This post now lies within Castle District Electoral Division and Bellevue Ward as used for Council elections.
