Description
Four Victoria Road is a two-bay, two-and-a-half storey mid-terrace house, one of a terrace of four built around 1870 to designs by Robert Neill, a ship-owner and coal merchant. The building is located at the south end of Victoria Road close to Bangor town centre, adjacent to Bangor Marina.
The house is square on plan with a large three-storey return to the rear. The roof is pitched natural slate with a painted render chimneystack topped with terracotta pots. Cast-iron half-round rainwater goods are fixed to a timber fascia on projecting eaves.
The external walls are painted smooth render. Windows throughout are a mixture of timber sliding sash with projecting masonry sills; uPVC windows have been installed to the rear. A distinctive canted oriel window projects from the left side at first floor level, supported on timber brackets and featuring an entablature above with generally margin-paned lights.
The principal elevation, facing north, displays two openings at ground and first floor levels, with a single opening to the gablet above, which has an apex board. The door to the right comprises two elongated bolection-moulded panels with a beaded muntin, flanked by lesene strips with a dentilled entablature carried on decorative console brackets. The east elevation is abutted by the adjoining building. The rear elevation features a large three-storey return with a single-storey lean-to extension beyond; the second floor of the return gable has a single 1/1 uPVC window. The west elevation is abutted by the adjoining building. A completely enclosed rear yard is bounded by high masonry walling.
The terrace first appears in valuation records in 1870, initially valued at £18 and replacing three earlier low-value properties. The valuation rose to £22 by 1871, then settled at £21 in 1873. Unusually, all houses in the terrace were initially listed as having Robert Neill as the sole occupier, likely because Neill provided them as employee accommodation without rent payment. When the property passed to Charles Neill, Robert's son, in 1883, this arrangement continued. Charles Neill was also a coal merchant; he died in 1893 and left the property to his wife Olivia. From 1899, the terrace was renamed "Tower Buildings" in the valuation records, with the value reduced to £16. From 1901 onwards, individual tenants were noted for each house, indicating the buildings had ceased to function as company housing. Recorded tenants of this house included Charlotte Gillespie (1901), Jane Dawson (1908), James A Hutchinson (1914), Martha Butler (1916) and James Taylor (1922).
Robert Neill of Bangor is recorded in the Mercantile Navy List and Maritime Directory for 1867 as the owner of a ship named 'Just', registered in Belfast. According to historical sources, Neill's cargo boats were one of the two chief companies running from Bangor in the 1860s, operating from Neill's Pier off Quay Street, where the coal depot was located near the terrace. The pier was later purchased by the council in 1931, cleared of coal sheds and renamed South Pier.
The house remains in residential use and retains most of its original architectural detailing, with the oriel window being a particularly distinctive feature. The terrace has group value as a well-preserved example of late 19th century housing in Bangor town centre. Some alterations to the rear have detracted from the original character, notably the introduction of uPVC windows to the rear elevation.
