Description

The District Council Chambers, located at 2 West Street in Penicuik, is a two-storey Baronial-style building constructed in 1916. Originally serving as the District Council Chambers, it is now partly used as the Belgian Consulate. The building has a rectangular plan and features an engaged circular corner tower. It is built from squared and snecked sandstone with polished dressings, showcasing long and short quoins and surrounds around the openings. Notable architectural elements include a dividing string course, crowstepped gables, and first-floor windows that break the eaves in crowstepped dormerheads.

On the northwest elevation facing West Street, the building has a four-bay layout with the corner tower on the outer left. There are two doorways at the ground level in the penultimate bay to the right, featuring panelled doors and four-light fanlights. Above these doors is a single window on the first floor without a dormerhead. The flanking bays contain bipartite windows on both floors, while the outer left bay has a tripartite window.

The northeast elevation, which faces The Square, is two bays wide and includes the engaged circular tower on the right. At ground level, there is a doorway with a two-leaf panelled door, and the lintel is inscribed with "Council Chambers." Above this door is a single window on the first floor, and the elevation features a panelled parapet and a flagpole. The bay to the left also has bipartite windows on both floors.

The southeast elevation is obscured by an adjoining building, and the southwest elevation features a blank gable that is partly obscured as well.

The building predominantly features eight-pane timber sash and case windows, a grey slate roof, and cast-iron rainwater goods. It has mutual and gablehead stacks that are coped and topped with circular terracotta cans, as well as beak skewputts. The interiors were not seen in 1999.
