Description

Cast-iron Boundary Post

This cast-iron boundary post marks what was originally the perimeter of Belfast Corporation's administrative jurisdiction and the Pottinger District Electoral Division and Ward. The post is sited on the south side of Upper Newtownards Road, backing onto a modern masonry wall with concrete coping, with a pedestrian crossing nearby.

The post is of slightly tapered cylindrical profile, measuring approximately 0.7 metres high by 0.25 metres diameter. It is painted light battleship grey, possibly original paint finish, though heavily corroded. The base is buried in the asphalt footpath. It is topped with an oversailing flat octagonal cap featuring a slightly smaller fluted circular upstand. The front face bears a shield with Belfast Corporation's coat of arms, below which is an attached plaque secured with four countersunk screws. The plaque reads: "Parliamentary / and Municipal / Boundary of / Belfast / Pottinger Division / Pottinger Ward / 1918".

Although dated 1918, the post probably dates from 1896-98, when the Municipal boundary was established under the Belfast Corporation Act of 1896. A boundary post is marked in this vicinity on the 1902 Ordnance Survey map, confirming its earlier origin. The 1918 plaque was likely bolted over the original legend. The design is similar to a boundary post of 1858 on the west side of High Street, Holywood, County Down, suggesting continuity in local design and possibly the reuse and repositioning of earlier posts.

The post marks the boundary created under the Local Government Act 1898, which largely tracked the town's Parliamentary boundary established after 1885. It encloses what became Belfast's four original Parliamentary constituencies: North, East, West and South. Following the Fourth Reform Act of 1918, these were abolished and replaced by nine new constituencies, including Pottinger. The General Election of 14 December 1918, which first used this boundary, was historic: women candidates stood for the first time, the franchise extended to men over 21 and women over 30 (previously restricted to male property owners), and it was completed within a single day rather than spread over weeks.

Following the inception of the devolved parliament for Northern Ireland in 1922, the number of Westminster MPs was greatly reduced and Pottinger constituency was abolished after only four years, with the previous Belfast seats restored. The municipal wards continued in use for local elections. Belfast Corporation was superseded by Belfast City Council in 1973, with jurisdiction extended beyond the former borough boundary.

Many of Belfast's surviving boundary posts, originally tracing the semi-rural perimeter of the Corporation's jurisdiction at the end of the Victorian period, are now surrounded by suburban development, becoming curious and characterful features of the city's streetscapes.
