Description

No.15 is a house dating from circa 1790 to 1793, with alterations in the 19th and 20th centuries, designed by John Palmer. The front is constructed of limestone ashlar, with limestone ashlar and rubble at the rear. The roof is a double-pile mansard roof with Welsh slate, a coped gable wall to the left, and ashlar stacks with early clay pots.

The house is three storeys high, with an attic and basement, and features a three-window front. The first floor has three nine/nine-pane sash windows with wrought iron balconettes. The second floor has three similar six/six-pane sash windows. The ground floor has two similar sashes and a six-panel door with a single-pane overlight. The basement openings are blocked. A double and single dormer window are present in the roof. A band course sits over the ground floor, a sill band to the second floor, a moulded cornice, and a coped parapet. Shallow voussoirs form the lintels over the ground and first floor windows. A lead hopper and downpipe are shared with No.16 Park Street. The rear elevation retains early glazing bar sash windows to all floors as well as dormers similar to the front, and two 20th-century garages are attached to the ground floor.

The interior has not been inspected. Attached wrought iron railings and a gate with shaped tops on limestone bases are also present.

This building was part of an incomplete St James's Square development on land leased in 1790. The upper part of Park Street began according to John Palmer’s design, and was later continued by John Pinch after 1808. The original street terminated at All Saints Chapel and was intended to extend further in a north-westerly direction as Regent Place.
