Description
Hogarth House is a block of flats forming part of the Millbank Estate, built between 1899 and 1902 by Spalding and Cross, who won a competition held by the London County Council. It is considered one of the earliest and most significant housing estates developed by the LCC. The design draws inspiration from the architectural styles of Webb, Lethaby, Smith and Brewer, embracing humane, socialist Arts and Crafts principles with a restrained incorporation of "Queen Anne" and Northern European design elements.
The building is centrally located within the estate's radial layout and has a distinctive half-H plan, featuring polygonal corner turrets and both shaped and straight gables. It rises to five storeys, with an additional dormered mansard roof. The façade is primarily red brick with stone dressings and some rendered areas, and is covered by slate roofs. The eleven-window range incorporates three-window wings with turrets at the inner corners. Doorways are recessed within porches, with stone-faced splayed sides and pent roofs supported by shallow segmental stone arches between the canted bays. The windows display varied fenestration reflecting the internal layout. Cross-mullioned, segmental arched casements are positioned above the porches, while two-light casements are found in the narrow canted bays. Small stairlights, and tripartite and single glazing bar sashes are utilized in the centrepiece and the broader canted bays within the through-storey, which are set within shallow semicircular arched recesses. The building features parapets with copings, with straight gables set back behind them, culminating in a large swept-shaped gable over the centre. Hogarth House was the first block to be constructed on the site in 1899.
